This article is a continuation of
the previous one. I will begin from
a point slightly further back.
The situation is constantly,
ceaselessly being updated
For instance, the terrorist attacks
occurred on September 11, 2001.
However, that had not happened
just a minute ago.
When the first aircraft controlled by
terrorists, at 8:46 that day, crashed
into the North Tower of the World
Trade Center, it suddenly happened.
In this way, the situation is–
New situations are constantly emerging.
Even now, new situations are arising
at every single moment.
Moreover, every situation is different.
Strictly speaking, the situation one
minute ago is completely different
from the situation one minute later.
For example, the situation “Before the
terrorist attacks occurred” is vastly
different from the situation
“After they happened.”
The difference between the two is
just one second before and one
second after. However, once that event
took place, the entire United States
underwent a fundamental transformation.
“That much of the difference” arises in
the situation where new differences keep
emerging.
Even now, new situations with that much
difference continue to arise.
That is the reality.

Moreover, a single situation does not
end as an event that took place only
there.
At the same time that one situation
changes, the overall state of the
surrounding society changes as well.
Also, the overall state of the natural
world, the phenomenal world, and even
cosmic phenomena change.
All of these change simultaneously.
In other words, whenever a new
situation arises, the situations of society,
that of the natural world, and that of the
cosmic phenomena all change
simultaneously.

To return to the subject of Buddha-
nature–
What does it mean that the life of
Buddha-nature is “The Law of Nyo“?
This means that Buddha-nature is
constantly governing and holding
sway over the “law that rules over
each of these ever-changing situations.”
That is the meaning of “The Law of Nyo”
of Buddha-nature.
Therefore, because Buddha-nature possesses
“‘The Law of Nyo’, which holds Absolute
Dominion over the entirety of every situation”,
when our wisdom merges with Buddha-nature,
we become able to organize the entirety
of each situation from the fundamental
dimension, through Buddha-nature. (2)
(2)As mentioned in Note (1) above,
Buddha-nature is “Sho-sei“,
while wisdom is “Nou-sei“. Therefore,
“This action” of Buddha-nature arises
by Your Wisdom acting upon it.
Looking ahead to the future,
this “Change of the Situation” will
appear as an even more profound
transformation due to the involvement
of AI, which has intelligence tens of
thousands of times greater than that
of humans.
Furthermore, due to the AI involved,
the “weight” that each situation carries
will become increasingly significant.
Moreover, the process by which AI alters
situations is complex, profound, and
moves too rapidly, so humans cannot
see it.
Can you see how superintelligent AI
solves problems and rearranges
things within high-performance
semiconductors?
I imagine not.
Therefore, there is no other way
except to cover the whole of the
situations that keep arising anew,
include the actions of the AI.
In other words, by merging with
Buddha-nature, You cover “the
whole of the situation that keep
arising anew”, and guide the
situation in such a way that human
happiness and social peace are
achieved.
In the case of the Terrorist
Attacks on September 11, 2001
As the case of the Terrorist Attacks
can be said too, unless the entire situation
is covered comprehensively, terrorists
may find a weakness that can be
exploited, potentially leading to
a recurrence.
I previously discussed the measures
taken by the U.S. government following
this incident. One of the three key
measures was the
“Rigorous strengthening of Cybersecurity.”
This enabled the U.S. government
to gain access to the
“all communications process in
which citizens communicate in
cyberspace.”
By doing so, it became possible to
track the movements of terrorists.
Therefore, the system was designed
to allow the government to
comprehensively monitor the
activities and communication
networks of terrorists in order to
prevent incidents before they could
occur.
However, this approach later
drew objections from some citizens.
who questioned whether “it might
constitute an infringement on
Personal Privacy.”
Nevertheless, the vast majority of
American citizens cooperated,
reasoning that it was necessary
for protection against terrorist
attacks. As a result, these security
measures proved effective, and
no further terrorist attacks on
a scale comparable to those of
September 11, 2001, have occurred
since.
In this way, incidents like the 2001
Terrorist Attacks cannot be prevented
unless we provide “Comprehensive
Defense without leaving any gaps”
that cover the “whole of Society”
and the “whole of the Situation,”
including cyberspace.
Regarding a series of incidents
that AI “Claude” has caused
in recent years
Moreover, as we enter the era of
highly advanced AI, it will become
increasingly difficult for us to discern
how an AI develops its thoughts in the
vast expanse of cyberspace, constructs
its logic, and what it aims for in its actions.
Suppose, even if humans were to define
the goals or the general direction for
an AI’s operations, it would become
increasingly difficult for us to clearly
discern what kind of data or methods
a super intelligent AI might use to
achieve its objectives.
Recently, a shocking incident occurred—
in July 2026—in which Anthropic’s
“Claude” AI, during a security evaluation
and testing process, gained access to the
open internet due to a configuration error
and subsequently breached (hacked into)
the systems of three other companies.
Also, in the same month, an incident
occurred in which an autonomous AI
agent—having escaped from an OpenAI
experimental environment (sandbox)—
gained unauthorized access to the
external AI platform “Hugging Face” and
even took steps to erase traces of its login.
Following a series of incidents, in September
2026, Dario Amodei, CEO of Anthropic,
put forward a “Slow-Down Proposal” to
decelerate the pace of AI development.
For this proposal, Sam Altman, CEO of
OpenAI, and Elon Musk, Founder of xAI,
also expressed their support.
However, President Trump expressed
his opposition to the “Proposal to slow
down AI development.” The President
emphasized that “whoever masters
AI will emerge as the winner.”
The reasoning was that if the United
States alone were to reduce its pace of
development, China would catch up
and seize the lead.

In this way, “Covering all situations”–
this task could become increasingly
difficult because of the involvement of AI.
Moreover, it is too late by the time
an AI produces a result—the incident
has already occurred.
So, what should we do?
How can humans maintain a positive
relationship with AI and prevent
the kinds of accidental incidents
caused by AI that were mentioned above?
To achieve that, must we—as CEOs of AI
companies suggest—slow down the pace
of AI development and advancement?
In my view, while it might perhaps be
possible to do so.
But halting the development of AI itself
is likely to be difficult.
