Reason why the talks ended without
agreement
The second round of the US-North
Korea summit meeting ended with the
interruption of the meeting by President
Trump. The reason is that while the
United States requested North Korea
to disclose all information on nuclear
facilities, North Korea expressed only
disposal of nuclear facilities in 寧辺
Yongbyon, and in return, demanded
a high level of cancellation of Economic
sanctions. There was a big difference
in recognition of “Denuclearization”
between the two countries.
North Korea thought that Yongbyon
nuclear facility is the center of all
nuclear facilities and that its disposal
“effectively means halting the overall
nuclear development”. On the other
hand, the US side thought that
Yongbyon nuclear facility was just
one of the nuclear facilities and there
were many other nuclear facilities.
And demanded for a list showing the
full scope of the nuclear development
program, including disposal of
ballistic missiles already made.
And at the talks, they could not
fill in the difference of recognition,
President Trump has decided that
further discussion is impossible
and has ended the talks.
The working lunch was canceled
and the president’s return home
was quickened. However, when
the two leaders disband, they shook
hands friendly and it was committed
to continue the discussion in the future.
On the news report of North Korea
the next day, “dialogue continue in
the future” was posted on one
heading Top.

North Korea is also strongly conscious
of “Continuation of Dialogue.”

North Korea confront over the

any intention of “Dialogue continue
in the future” at the time of

Six-Party Talks at this time
ended with consultations only
by practitioners, and the direct
summit meeting between top
leaders were not held at all.

two countries did not deepen and

For this reason, North Korea began
to repeat nuclear tests many times
since then. And in 2017 they finally
developed ballistic missiles reaching
the mainland of the United States.
However, at the US-North Korea
summit this time, the two leaders
shook hands friendly at the time of

a manifestation of intention that the
two countries will “make an effort to
resolve the distrust and suspicion in
the future.”
The US-North Korea summit are still
just beginning.
Therefore, “Interruption on the way”

about Denuclearization like this time.

both sides are willing to “continue
dialogue and build true trust”,

will fully realize “Denuclearization”.

negotiation of disarmament between

Reykjavik in Iceland in 1986 ー the
negotiations by President Reagan and
General Secretary Gorbachev ー the

meetings in Washington and Moscow,
and the “Intermediate-range nuclear
forces (INF) Treaty” ※ was finally
established.

continue dialogue and effort strongly
