This article was written just before the
“Second US-North Korea Summit
Meeting” held in Hanoi, Vietnam, on
27 and 28 February 2019.

origin, the “effects” occur. That effect

Also, the power of the effect is compare
to the “arrow that the great king release.”
When an arrow is released from a bow
drawn by the full force of the Great, the
arrow hits the center of the seven
superposed iron drums, penetrates all
of them, passes through the ground
further, and reaches the bottom of the
ocean. This means “that effect reaches
the place of the origin where things and
phenomena move occur, and you improve
from there.”
What exerts such power is the result
of the effect of people’s good deeds
being expanded and strengthened by
the law of the origin.
So what exactly does this example tell
you?
If you do good deeds based on the
“law of the origin” and do the acts of
mercy and wisdom of Act① and ②,
one of its biggest effects is
“To establish belief and to break
suspicion in full form.”
So why is it important to “establish
belief and break suspicion in full form” ?
Because there is a reality that,
for example, if “suspicion” and “distrust”
occur in the hearts of the supreme
leaders in international society, a conflict
between the state and the state arises,

The distrust and suspicion arising in the
mind of the nation’s supreme leaders
is not only the root cause (motivation)
of war and conflict in any age, but also
the fundamental factor pushing up the
nuclear weapons development
competition. It also becomes an
increasing factor in military expenses,
that is to say, in military expenses
increasing in the annual national budget
of superpowers.
The meaning of 4 Effect’s “To establish
belief and to break suspicion in full form”
is that the acts of people who have
merged with the law of the origin have
the power and efficacy to remove these
distrust and to break suspicion in full form.
The parable of the above Great tells that.
In this way, if you can establish the
“deep belief” and break “suspicion”
in full form among the supreme leaders
of the state and the state, it will be
possible to realize peace and international
cooperation in the international
community.
2. The summit will be held based on
international law and the treaty of
the United Nations
Next, in today’s international community,
despite the fact that many national leaders
are making serious efforts to realize peace
and international cooperation, why does
not that actually realize in reality ?
I would like to think about that “reason.”
Usually, when the president and other
politicians and the supreme leaders
hold “summit talks” through various
minister-level talks, the law that they
are based on at first is the
“International law”※ and the “Treaty
of the United Nations.“

contracts that govern the international
community.
In terms of “relations between the
United Nations and International law,”
the United Nations has strongly
promoted international law so far.
It is promoting today as well.
For instance, the law that the United
Nations sets as the basis for its activities
is “United Nations Charter※.”
It’s content is aimed at establishing
peace in the international community,
to solve economic, social, cultural and
humanitarian problems, and defending
basic human rights and freedom.
These treaties (law) have greatly
contributed to the establishment of
good “international law” in the
international community in the past
and it is promoting that today as well.
The United Nations is a world
organization established as a
permanent institution to achieve the
purpose of the above UN Charter.

Among the UN Charter, the United
Nations’ most important mission is the
“Realization of world peace.“
The General Assembly and the
Security Council are in charge of this
function. The Security Council, with
the five major powers of the United
States, Britain, France, China, and
Russia as permanent members,
identifies the threats to the peace
and the existence of the invasive acts.
And it has the authority to conduct
economic sanctions and military
sanctions (United Nations troops) to
settle international disputes.
It is due to this, that the problems of
“whether cancellation or sustenance
of economic sanctions against North
Korea” and “whether to accept IAEA※
inspections” always come to the main
theme.
※IAEA :The only institution with
expertise on nuclear technology in
the United Nations system. Established
in 1957 as an autonomous body under
the protection of the United Nations.

countries. The IAEA inspectors inspect

year also will be carried out on the basis
of these UN treaty and International law.
3. Partial law exerts a strong effect by
being one set with the law of the origin

“Why peace does not easily come true
in the international community.”
As one of the biggest reasons for
international peace and international
cooperation not to be realized,
there is the fact that the UN treaty
and international law are essentially
“partial law/specialized law.“
It is certainly true that the UN treaty
and international law are excellent
laws created by many past experiences
and excellent intellect. For example,
the UN Charter is an extremely valued
charter created based on the painful
experiences and reflections that
“We must not repeat never again the
unprecedented disaster in World War II.”
However, from a legal classification
perspective, even if it is a treaty/law
of the United Nations, and even if an
international law, they do not go
beyond the range of the partial law
/specialized law.
The “effect” of the partial law/
specialized law acts on some
phenomena in a wide phenomenon
world, but it does not reach the whole
of phenomena world. Therefore, from
the outside world where the partial law/
specialized law can not operate
―from unmanageable outside―, various
unexpected movements and phenomena
arise later and those cause “suspicion” and
“distrust” between the leaders.
And as they grow, the agreements and
promises which were concluded at the
beginning collapse. Such cases are
overwhelmingly many.
For this reason, even if national leaders
make a lot of efforts for peace and
international cooperation, realization
of permanent peace becomes difficult
in reality.
For example, in the US-North Korea
relationship, six-party talks were held
in August 2003 by the United States,
China, Russia, Japan, Korea, North Korea,
and a groundbreaking “Joint statement”
was announced at this time. According
to this joint statement, North Korea
destroyed part of the nuclear test site
and submitted a list to accept IAEA
inspection. This list was a tens of thousands
pages of nuclear plan declarations. By this,
the US-North Korea relations seemed
to be going smoothly in the future.
But after that, conflicts occurred between
the US and North Korea over the
verification method on nuclear facilities
of the list submitted. As a result, the
Six-Party Talks collapsed/annihilated,
and after that North Korea again began
to repeat the nuclear test. They conducted
nuclear tests and ballistic missile launch
experiments in 2009, 2013, January 2016,
September 2016, until the second half of
2017.
This thing is also the case that the first
peace agreement by the six party talks
failed due to unexpected events /
phenomena that occurred later.
In conclusion, with the power of only
partial law / specialized law, even if
they can temporarily make trust
(belief) between people and people,
“that belief does not deepen” at the
same time “suspicion can not be
broken in full form.”
Therefore, in order to solve this
problem, it is necessary to strongly
back up the power of these partial law /
specialized law by the power of the
“law of the origin.”
Since the law of the origin exists
universally in all the phenomena world,
and also it has all phenomena under
control. Therefore, its action acts on
all phenomena.
For example, if agreements and treaties
exchanged between the supreme
leaders of the nation are truly serve
for international peace and cooperation,
and if it leads to happiness and prosperity
of the people, the law of the origin will be
to guide the occurrence of the
phenomena to the last and to back up
so they will be realized. Also, if necessary,
it will reorganize the movement of the
whole phenomena and support these
treaties.
Also, in this process, the law of the origin
will be to realize the purpose while using
maximizing the power of the specialized
law. It is the same as for individuals.
In this way, if the movements of actual
phenomena / events after the treaty and
the agreement proceed according to the
first agreement, distrust and suspicion
among the leaders do not occur.
Trust is maintained. If the later
phenomena / event movements
continue to progress as initially
promised, “trust between the
leaders gets deeper and suspicion
will be broken in full form in due time.”
From such a thing, due to specialized
law has the support of the law of the
origin, its effect can have “the power
to establish perfect belief and to
break suspicion in full form.”
However, since the essential
characteristics of the law of the origin
is passive to the last, even if there is
only it, its power is not exerted. Your
active “Daily good deed” and “Act of
mercy and wisdom” work on it,
the power of the law of the origin
can be exerted for the first time. ※

When I saw the today’s international
society, still many suspicion and distrust
have not been broken in full form
among many countries and countries.

“the law of the origin.”
Then the specialized laws that they
use will be able to demonstrated
excellent power with the backing of
the law of the origin.
So, how can the supreme leader of
the nation to connect with the law
of the origin.
It is that the citizen of the country to
connects with the “law of the origin.”
That is, if you connect with the law
of the origin, your country will connect
with the law of the origin.
It is not others, but yourself.
The reason is that the nation is
composed of citizens (individuals).
The nation consists of citizens.
And you are in the center of the citizen.
Furthermore, in democratic society,
citizens are sovereign power of the
highest authority on institution.
Therefore, if citizens act, the nation
takes the same actions. It is the same
as “If pulling one corner of clothes,
the whole clothes are attracted.”
Also it is the same as “If you pull
the corner of the net, the whole net
will be attracted.”
If citizens connect with the “law of
the origin,” the nation also connect
with the “law of the origin.”
Then, the country can maximize and
effectively utilize their specialized laws
under the law of the origin and can
build a lasting peace and cooperation
in the international community.
4. The time of the summit meeting is
the time of chance to open up a new
peace society
In today’s international community,
removing distrust and suspicion among
the supreme leaders is a difficult task
that is not easy. In times like the
modern age, when many nations have
a mighty killed weapon called a nuclear
weapon, the work is not impossible,
but it is extremely difficult.
However, only the following can be
said certainly.
When the top leaders meet directly
and talk to each other, it is a time for
a perfect opportunity to break the
distrust and suspicion in full form.
I would like you to remember this
fact to the far future.
If you operate properly at the
opportunity, things are fulfilled,
and that fulfillment will work until
a distant future. Conversely, if you
do nothing at the opportunity,
nothing will happen, and the day
when next opportunity will comes
will be a distant future.
In this sense, the “Second round of
the US-North Korea summit” to be
held on 27th and 28th this month can
be said to be a great opportunity to
break leaders’ distrust and suspicion
in full form. At this time, it is very
meaningful that the citizens (that is we)
who have merged with “the law of the
origin,” strongly support this summit
meeting. Although we are neither
politicians nor authorities, we can
demonstrate virtually great power of
goodness through the law of the origin.
Also, if this summit meeting leads to
success, it will lead not only to the
US-North Korea relations, but also
international cooperation and
international peace throughout
the whole world.
And it will also be possible to open
up the “unprecedented era” for
nuclear abolition.
