the market, sell them, and can earn 
profits. But weapons can not do that.
Then why do they manufacture weapons ?
what is “profit” that weapons earn?The “profit” that weapons produce is 
looting goods such as goods, resources 
or land, robbed from the neighboring 
countries by invading them. Therefore, 
“Manufacturing of weapons” was 
directly linked to the meanings of 
“Performing the war and acts of 
invasion”.
Under these ideas, the Westerners on 
the eve of the Second World War felt 
frighteningly the “Dangers of life”,

Germany began manufacturing large 
amounts of weapons. People of

For that purpose, when a country has 
made military expansion and 
manufacturing weapons, it is extremely 
important to know where that 
“underlying Thought and Intention” 
lies.
In the case of North Korea, unlike 
Nazi Germany, its purpose was 
“Security of the Korean Peninsula”. 
Because of this, Kim Jong-un, the 
Labor Party chairman, said at the 
inter-Korean summit of Panmunjom 
on 27th April, 
“If the security of the Korean 
peninsula is guaranteed, we do 
not need to have nuclear weapons”. 
Now, at the US-North Korean 
summit talks in history, 
“Security and complete 
denuclearization of the Korean 
Peninsula” is about to be seriously 
discussed about it. The significance 
of that realization can be said to be 
quite large even in light of the past 
miserable history.

Current German situation

In addition, I will clarify about the 
current German, but the present 
German is a core of a democratic 
country that is largely different from 
the pre-war Nazi Germany and is 
mainly responsible for the democratic

After the Great War, the process of

Democratic Constitution.” And in 
West Germany (Federal Republic of

the Latin American countries, leading 
to peace and prosperity. Citizens have

Even the relations between the US and 
North Korea, which had been repeating 
missile launches and nuclear tests until 
the end of 2017, stopped them and made 
it possible to hold the “US-North Korean 
summit meeting”.
This situation was made by citizens 
wishing for peace.

So, how do citizens realize the peace 
and development of Latin American 
countries this time —
First of all, pray and wishes for the 
development and peace of the Latin 
American countries, and send mercy 
to all living existence. It is the Act ①’s 
“Send mercy to all living existence”.

As I wrote in the previous article. 
Then, that mercy will be consistent 
with the “mercy” which is the essential 
characteristic of Buddha-nature, that is 
the main law of the phenomenon world,

that law.
That power will spread and act on all 
phenomena and the whole world, 
including reform of Latin America 
countries.
Also, the power of citizen’s goodness 
will be expanded and strengthened by 
the power of the law. 
Therefore, the step of action is Two step.
First of all, wish for the peace and stability 
of the whole world including the United 
States and Central and South American 
countries, then through that, send mercy 
to all living existence.

“Of course it is important to seek the 
effect on the spot, but further, it is 
important to emit the mercy heart on 
all living existence under a far-reaching 
vision. The mercy heart you emitted 
will definitely be planted in the land of 
life in America. And they will sprout and 
definitely grow to big trees.”

The “Big tree” I told in this article, means 
that the species of the mercy you sent 
today, which will grow and develop and 
will realize the “Prosperity of Central and 
South America countries and the United

The attitude that Kim Jong-un chairman 
greeted President Moon Jae-in with a big

Three utilities of mercy heart 
 Emitting the heart of mercy 
wishing for the happiness of 
all citizens has three utilities. 
The first, one can be a virtually 
true powerful sovereign, as 
I said above.
Second, a stable heart and 
concentration can be obtained.
Especially when you are confused 
by mind, grumble, etc., emitting 
the heart of mercy brings stability 
and concentration to your heart.
Third, You can level up the whole 
course of your consistent life 
from the first appearance to 
ending. If your beginning

The White House announced that 
“Mr. Kim Jong Un fulfilled part of the promise with President Trump.” Also, South Korea’s 
Yonhap news said, “This time North Korea

October 1994
In Geneva, “A framework agreement 
between the US and North Korea” 
towards nuclear abandonment was 
exchanged, but later the fact that 
North Korea secretly continued 
its nuclear development was found 
out, and this treaty was abandoned.

2003
In August of this year, the 
“Six-Party Talks” of the 
United States, 
China, Russia, Japan,  South Korea 
and North Korea was held for the 
first time, and the “Joint Declaration 
on Denuclearization of the Korean 
Peninsula” was confirmed. However, 
shortly after the joint statement was 
announced, the US State Department 
triggered economic sanctions against 
North Korea (Financial Sanctions 
against the Chinese bank Banco Delta 
in Hong Kong).
The reason was because it turned out 
that North Korea still secretly conducts 
nuclear development.

2006
In June, North Korea launched 
long-range ballistic missile ‘Taepodong,’
and in October, it will conduct the first 
nuclear explosion experiment.

2007
In February of this year, 
the Six-Party Talks resumed, and 
a joint statement of groundbreaking 
content was announced. 
According to this statement, 
North Korea blew up its own 
“cooling tower of Graphite 
Reactor.” However, after that, the 
conflict between the US and North 
Korea deepened about the verification 
method of North Korea’s nuclear facilities.

2009
In March, a joint military exercise 
between the United States and 
South Korea was started. 
In April, North Korea fired ballistic 
missiles against it, and in May 
the second nuclear explosion 
experiment was carried out, 
and the uranium concentration 
work started. After that, North 
Korea conducted a nuclear test 
in 2013, January 2016, September 
2016, September 2017.

2017
On August 29, the North launched 
a ballistic missile “Mars 12,”, a missile 
passed over Japan’s Hokkaido, landed 
on the Pacific Ocean with an altitude 
of 550 kilometers and a level flight 
of 2,700 kilometers. On September 3, 
North Korea conducted the “Sixth Nuclear 
Test,” the largest ever in the past, and on 
September 11,  the United Nations adopted 
an “Unanimous Sanction Resolution” 
against it.  However, on November 29, 
North Korea launched a larger ballistic 
missile “Mars 15”, the missile reached 
an altitude of about 4,500 kilometers 
and flew 960 kilometers over 53 minutes.
This was concluded that if it was launched 
in ordinary or bit, it would have a range of 
13,000 km, and it could cover the entire 
US including the East Coast of the United 
States.
On December 22, the United Nations Security 
Council unanimously adopted the “additional 
sanction resolution,” which was a strict one 
to reduce the export of refined petroleum 
products to North Korea by 90%.
Thereafter, nuclear tests by North Korea and 
missile launches have not been implemented.

North Korea witnessed the estimated 2.5 million victims 
in the country and the collapse of the national land, and would 
have been dyed to “Defense of the country and Retaliation”. 
It is thought that that is one of the fundamental factors 
for continuing nuclear development until todayeven at the 
expense of the development of the nation. And it is also the 
fundamental sentiment inherited from Kim Il Sung, the first 
prime minister of North Korea, to this day.

However, whether such forms of “Continuation of Retaliation” 
and “Nuclear Development” are really beneficial for the current 
North Korean people and the countries of the world — Now, North Korean leaders would better to ask directly about it
to the victims who died in the war . If you ask, they are the same 
race and compatriots, so you can estimate how they think and 
answer. If they were alive, they will say
” Stop it “.
Because, if you develop nuclear weapons and become a war, 
many victims will come out again without regard to enemies 
and ally. For that victims, future generations, in the same way 
as now, will definitely have a mind of retaliation, develop nuclear 
weapons, and do nuclear warfare. And, if the victim comes out , 
for that victims, the next generation will concentrate on 
retaliation and nuclear development again and bring up 
a war —-In this way, the chain of “Nuclear Development→War→
Victim→Retaliation” will continue forever. 
Therefore, your ancestors will say ” Cut off the chain of 
misfortune now !! “

“ Stop Nuclear Development bravely right now ! ”
“ Abandon the nuclear ! ”
“ End unhappiness due to war with us ! ”
“ And tie the friendship with the neighboring countries “

Your ‘family-minded and affectionate ancestors’ surely must 
say like this. Sad tragedies and sacrifices by war are in every 
country. China, Japan, Korea, Asian countries, Western countries, 
everyone lives living with a painful feeling. And what the victims 
want is not retaliation, but peace and happiness of descendants.
If you stop Nuclear Development now, you do not have to 
make a big sacrifice to the modern world. You can also save 
the lives of countless people of 7 generations of 
the future, 10 generations of the future.

Also, it can be thought of as follows: If the treatment of “unclean
and mercy” against greed and anger is not to be effective even 
though it has been taken many times, “grumble” that is 
the third BONNŌ, has issued strongly in the back of mind 
and it has not been treated yet – – such reason is thought. 
If there is grumble in the back of the heart, it will often be 
overturned later even if it is once improved.

Grumble arise from wrong viewpoints, prejudices, etc. Buddha’s 
teaching that “Correct logic is necessary in order to correct 
grumble” means that it is necessary to destroy the underlying 
wrong idea and view.  And then establish the correct way 
of thinking and logic.
In my last post, I told the following: North Korea issued a 
“Deep retribution heart” against the massive damage suffered 
in the Korean War. And that has become one of the fundamental 
motives of continuing to pursue nuclear development to this day. 
In this case, we can find grumble (stupid wisdom) in the process 
of connecting retribution to nuclear development. 
The “Correct logic” is that if retribution occurs, connecting it 
to friendship with neighboring countries, not to nuclear 
development, and leading it to efforts to realize peace with 
other countries. 
It is a way to stop future warfare and is a true way to reward 
victims of past war. Also, it is the greatest security.
In this way, if you break the wrong idea and prejudice which are 
underlying nuclear development, and establish the correct logic, 
you can cure the grumble. And if you can cure the grumble, 
there is a possibility that “treatment methods of Unclean and 
Mercy against greed and anger” that have been taken by the 
United Nations and neighboring countries until now, can 
demonstrate power effectively. 
When three diseases are occurring at the same time, three 
medicines are needed.
North Korea should build a powerful peaceful nation that does 
not depend on nuclear weapons and should present exemplary 
to the world. To welcome the inter-Korean talks this time.
